To keep cats away from gardens and flowers, one can try buying Motion-activated sprinklers. The use of infra-red helps to identify when an animal enters a defined territory. When a cat comes into the infra-red field, the sprinkler shoots out water for a few seconds in the general direction of the animal. The attempt is to frighten the cats rather than soak them; this makes them quickly learn not to enter the area. Secondly one can also try Scent repellents which are effective to some extent. They normally contain methylnonyketone which are poisonous to food crops. One can also use natural eucalyptus oil. Repellants should be sprayed around the edges of the yard, the top of fences and on any favourite digging areas or plants. Thirdly, one can try Ultrasonic devices, which emit a high frequency sound to annoy cats although this is not perceived by people. Fourthly, digging a physical barrier will also prevent the cats and protect garden and flower beds.

If you want to go natural - pinecones as a mulch or cayenne powder will usually do the trick, the pepper will have to be replenished after each significant rain.
