NO, it does not. Japan is a democratic country and the policy is made by the head of the government which is the Prime Minister, with Parliament's agreement. The monarchy is just a figurehead, a symbol of unity for the country. And something good to help bring tourists into the country. Is the same thing in England. In the very old days, yes, the monarchy ruled for real.
