I live in section 8 hud housing and onwers want me to sign a paper saying they can enter my home without 24 hr notice can they do this?

If you sign the paper they can! Anything in writing with your signature and theirs is almost certainly legally binding.
Do you have to sign the paper? You sure don't. It seems like something you shouldn't do anyway. Why in the world would you want someone to enter your apartment without giving you at least a day's notice? I'd suggest you maintain as much privacy as possible.
