Their pass rate is high, and drop out rate pretty low, this could be that often people phase their subjects over a longer time span to enable them to work at the same time. This is a good way to study as you can combine the practical part of learning at work with the theoretical side at university, which is not always possible during full time university courses.
Another issue that has been researched, is the fact that quite a large percentage of the students studying with a distance learning university like the open university, are older and in their thirties, forties and fifties. So they are less likely to throw it in or change their goals as they have already made some changes of direction earlier on their lives, so this can make them more focused and determined to finish, although this is obviously not always the case.
