Is There Such Thing As A Hacker Safe Web Cam?

To the best of my knowledge, there is not a webcam that by itself is a security concern. I think that what your dad may be referring to is that the system on which the webcam resides can be exploited to give access to the camera. Spend time tuning your network and local system security to limit or outright dent any connection originating from a remote host. Most decent firewalls will do this "out of the box".
