No, the previous owner hasn't done the dirty on you ~ the spare wheel is supposed to be that size. What you have stowed under the carpet is a space saver spare wheel.

The wheels on classic Saab 900s could never been described as dainty. And they're no lightweights either. The small 'pram wheel' spare is designed to save both space and weight. It should be kept inflated to 60 psi and if fitted to the vehicle, keep your speed down to 40 mph and get the punctured tyre fixed as soon as possible.

One school of thought has it that the space saver spare wheel was actually designed to embarrass Saab 900 owners into having punctures repaired as quickly as possible. There are few stranger automotive sights than a classic 900 fitted with three 15inch wheels and a spare that wouldn't look out of place on a wheelbarrow.
