No, breast development is not sign of heat in dogs. Nipples/breast development starts after 3-4 weeks of pregnancy in dogs and breast size is large during advance stages of the pregnancy when milk production also starts. Breast enlargement also occur in dogs due to false pregnancy after heat cycle and dogs can be out of false pregnancy after 2-3 weeks.
