Unfortunately your landlord can do this, but they must have a legitimate reason as to why. For example if your check bounced, or if your references don't check out, or if something happened to the house like a pipe burst or something. I suggest that you talk to your landlord as to why they won't let you move in, if they refuse to let you move in and won't give you a reason as to why, then you have a right to get your deposit and rent money returned.

He can deny you if you failed a credit check or if your references did not check out. But he does have to give you back your deposit.

Go to the landlord/tenant board and talk to them about this as soon as you can. If you signed a lease, then he has to let you in the house. Hope this helps you out.

Most states, unless you paid last & first, and time of lease signing. He can deny you, but deposit must be returned.
