If you use an oil based primer, then you will have to use an oil based paint because a water based paint will not stick to an oil based primer.
If you go with the oil base paint, then you will have to use oil base from here on out if you decide to change the color unless you plan to completely strip all the oil based paint and primer off before applying any other type of paint.
Don't know what you are painting so it is difficult to give you any further advice without having this information.
I would go with a waterbased primer and a latex paint. Latex primers don't stick to some surfaces all that well and have a tendency to peel.
But if you are painting kitchen cabinets, then leave me a comment before priming and painting.
