if you have previously been banned it brings this error up if you try to sign up again.
You must go to tools on the top of your browser then select delete cookies, history, and temporary files. Then try again.

I had this problem to. I'm not sure why I think its probably because you got banned but I'm not sure. The only way I know how to get around the error is to go on a different computer. If you dont have one in your house you could always go to the library, or Best Buy computers always work too(: Just make your account then you can log off and go on your original computer to edit it.
