Two Cars Have PLPD Insurance, And One Hits The Other One's Bumper Causing Minimal Damage. Now The Owner Of The Car Whose Bumper Was Hit Is Now Insisting On Receiving 650 Dollars. Well, Without A Police Report, And Having PLPD, Isn't He Out Of Luck?

Im not so sure he doesn't have a case, or a least a case that some lawyer may take on for him, and split the profits of.
Were there any witnesses, because if there was, or he has a photo of both cars. Or he can get you to agree that you hit into him, he can make your life difficult ,and the fact that there is no police report, can become as much your problem as his, because you are almost obliged to report it.
So it now comes down to his word against yours, he has evaluated that to fix it will cost 650. You are over a barrel, because if you want this settled on the spot and do not want the courts involved, you must pay what he demands and he knows that, so may be taking a chance.
You have two choices, you pay up and forget the whole thing ever happened, and then have your car fixed. Or you refuse, and drag it out getting various legal machinery involved, which I fear may cost you more in the end, because he can always arrange to worsen the damage a bit, by driving into a wall.
That is, if you have admitted to the damage of course.

There was no damage done to my car, and I think his 650 estimate is bogus. He's threatening to take me to court and I doubt he has a case. He didn't take any pictures or take any names of witnesses at the time. I don't mind going to court; it's his expense, not mine.
