I wouldn't. 3 wks is pretty young. Is the mother not feeding them anymore? If you need to feed pups this young though, you can buy people baby food meat. Get the kind for the youngest baby. It can be lapped up since it is very soft, and it is unsalted. Then I would move on to a canned puppy food at about 5 to 6 wks old. Their digestive systems are too unused to the products used in dry food, even if soaked. Definitely use canned before you put them on dry food if the mother is not there or not feeding them.
