It depends on what you want your website for. If you want to sell something I suggest that you go to Shopit.com. They are a free e-commerce website, where you can set up your own page with thousands of products, 100% free. I have a friend that swears by it.

1and1.com has a very simple web builder...it does cost about $16 to join and then it's $3 per month, but very easy to use and affordable...a great way to share pic's, a family website or similar. Good luck!
