I am wondering weather you framed the question wrong or should I just report your question. Well, I would like to take this challenge and try and answer your question in two different ways-how can I form a cooperative society to help buffalo milk producers. Well, forgive me if the information I provide in this answer is not relevant to you.

Firstly, as you may already know, a cooperative society is an independent association of persons who voluntarily united to meet their common economic, social and cultural needs and aspirations. They do this by a jointly owned democratically-controlled enterprise. Yours is milk cooperative, it will fall under the category of agricultural cooperatives.

There are 7,500 dairy co-operatives in India. To become a legal cooperative you should first register under the dairy development act. A cooperative society should atleast have 10 members from different families. You will be required to fill a registration form and pay registration fee. As a dairy cooperative you will be responsible for collecting all the milk from the all the milkmen in your area, minimum quantity being 400 liters take it to selling party.

As a cooperative society, your final objective should be to counter the threat of over-capitalization in the private dairy sector. You should try to enforce standards of processing, hygiene and quality and monitor mechanisms to enforce market discipline. This will result in the protection of the long-term interests of milk-producers, the consumers, your organization and the buffaloes.
