Web pages work within one or more specific browsing environments. Still these tools do not substitute completely for knowledge of Web-page programming. By becoming proficient enough to write your own code, you gain flexibility to create pages that conform to your precise specifications. For instance, if you don't like the page backgrounds a wizard offers or you want blinking lights on a Christmas tree in the corner of your page, you can do your own thing if you know HTML or Java or know how to modify a Web page using a web-page authoring program.
