Vinyl is glued down very good. It has been down over 15 years. It is in a basement house.

No I do not recommend it.If you are going to the expense of putting down a ceramic floor why not take the time to remove vinyl.A blow heat gun will remove it.Sometimes the vinyl looks overall solid but can be loose in places, besides that as being a basement floor any type of leaks that can occur over time can work it way under the vinyl. But it something you will have to decide for yourself only you know if its solid enough. You must remember being a basement floor it needs to be able to release a certain amount of moisture, leaving the vinyl there will definately stop this.I know this is an old question but it may help other people.
