Well after rejection of you saying no, i think that if you tell him u liked him now he will possibly be overjoyed or think that you are dating him because of guilt.

But i think that you kinda screwed yourself because since you rejected him he could have been so embarrassed that he just wish he had never asked you.

You should probably ask yourself why you like him. This kind of happened to me recently because i was asked out on MSN by a boy mate and i said no because i couldnt imagine him as boyfriend material but i kind of regret it because i hadn't even given him a chance.
Its up to you whether you want to chase after him or put it behind you. But by the time you do catch up with him he might have found someone else. I think you should go and tell him, but only you know what the outcome will be.
