You will have 8 strokes because you round it up. If you were off 7.4 you would receive 7 strokes.

You cannot have a handicap with a fraction, if you were playing with me i would give you 8 strokes.

That is kind of what i said! And you can have a handicap with a fraction you just don't play off of 7.5 you play off of 8!
