PageRank is a method of attaching an individual web page's value by looking at incoming links to that page and where they come from. But it is more about the quality and relevance of those incoming links rather than the sheer volume that's important in determining PageRank.
According to Google: "Important, high-quality sites receive a higher PageRank, which Google remembers each time it conducts a search. Of course, important pages mean nothing to you if they don't match your query. So, Google combines PageRank with sophisticated text-matching techniques to find pages that are both important and relevant to your search."
The Google spider, however, takes more into account than simply the number of times a term appears on a page. It examines all aspects of the content and that of the pages linking to it to establish relevance and context to the search term entered into Google.
Google also claim that their complex algorithms make tampering with their results "extremely difficult".

It's not about how many times a site is visited its a measure of importance of the page to the web. It is measure via counting backlinks.

This is the rank of the page, you may say that this is the rating and the value of the page which has been used over the network. This rating basically depend on how much this particular page has been visited over a limited time duration.
