I would think the opposite is normal as owners sometimes get fed up with the barking of their dogs. However, if your 7 month old dog is not barking, it may be due to certain reasons. Just like human beings, dogs have diverse barking traits. Some bark incessantly due to no particular reason, other bark only when they are bored, still others may bark if they are uncomfortable when leashed in a certain place. Some dogs tend to bark more when they are kept outside. It could be quite possible that yours is the quieter kind.
Now the question is, whether your dog does bark but not frequently or whether he doesn't bark at all. If he is not barking at all then he needs to be checked by a veterinarian to make sure he does not have any problems with his throat or vocal chords which could prevent the dog from barking.
However, if you are sure that there are no medical conditions attached to it, there is nothing to worry about and you may consider yourself to be lucky as opposed to those owners who are on the verge of break down as they are unable to stop their dogs from barking incessantly. If you really want your dog to bark, you may want to give it some reasons to bark like taking it out to new places and leaving it alone for a few minutes, following which it may start barking. Also start praising it when it barks, it may encourage it to let you hear its voice more often.
