    The phases of the moon don't have any impact on the tides. Tides are caused by the gravitational pull of the moon. The phases of the moon are caused by the shadow the earth casts on the moon when the earth is between the sun and the moon.

      Bcoz moon's gravity changes with phase change.so moon's effect of gravity on seas and oceans  change thereby altering the height of tides.
