It is best to feed cats twice daily in equal amounts.  Do not just leave food out; you need to meal feed the cats so you can control exactly how much each cat is eating.  I suspect Squeegy is eating most of the food.  Twenty-three pounds is a lot of weight for 95% of cats.  The exception is if you have a breed that normally is larger like Maine Coons.
Squeegy needs to be on low calorie food, talk to your veterinarian to determine an appropriate weight and body condition for Squeegy.  Your veterinarian can help determine what diet is best and the amount.
Obesity is a huge problem in pets today and it has been shown that cats and dogs on the leaner side of normal live up to 2 years longer.  There are many health benefits to keeping pets at a healthy weight.  Good luck!
