I am new here and have no money to take dog to vet. I have also changed the dogs food to see if it is an allergy.

I'm sorry to hear that your baby is having issues. Unfortunately I have issues with my three kids too. We live in Las Vegas and the kids, all short-haired, seem to get very dry (and therefore itchy) skin. I have purchased a conditioner that I spray them with and brush it in. It seems to help quite a bit.
I'd suggest that you make an appointment with a vet as soon as you can afford it.
