I've been in a very simular situation and I was not sure what to do. I was going away on Holiday and he came over one day to wish me a safe trip, he came up from behind me and hugged me tightly and kissed my shoulder and told me how much he'd miss me.
Anyway when I came back I made a move and we ended up dating for 1 week, but only saw each other once until he started to play hide and seek.
If his whole heart is not in it, then hold yourself back and save yourself the heart ache.
