My tenant has not paid the rent. I do not know where they are. They don't return my calls to their cell phone. The apartment still contains most of their belongings. What can I do?

In every state, there is the Housing Authority. Laws vary from state-to-state, and you didn't mention if you have a written contract or lease agreement. It's important that you know all the facts before you do anything. Someone can tell you the laws of Massachusetts, but they can't tell you what you and the renters agreement has been. Housing Authority will know.
