It is quite easy for you to make paper spinner and it takes very little things to make one. What you should do is to take a paper that is a bit thicker than that of the normal one and a glue to stick the paper.
    
The first process you can do is to take the paper in your hand and with the help of scissors cut it to the size that you think is proper for the spinner. Then you can take the paper in your hand and by holding one end with one hand, you can make turns of the paper with another. The turns should be as that of the whirlpool. You will find that the paper has a cone at one end and it has taken a conical shape. When you have created the cone you can stick the paper with the help of glue and your paper spinner is ready.
