That would be the cicada. They have a stout body, and a blunted head. Winged, and the male of the species is the one to make a loud buzzing noise by stridulating. They are located primarily in the eastern states of the U.S. As you said, they emerge once in every 17 years. Incidentally, according to me, this is the 17th year.
