I think it ocould be tough to get a dog for free. Most adoption and rescue agencies do charge a small fee to help subsidize boarding and care costs.

Another option is to check the "animals for adoption" section of your local newspaper, where private owners might be in a position that requires they part with their pet, and are looking for a loving home for them.
