No.its nothin like dat..i had slight red bumps aound my penis..and the doctor said that it might be herpes and asked me to go through skin test which cost around s 5000,however when i consulted other doctos,they said its mild infection...and yes it was a mild infection which went within a week..some doctors ty to scare u for money...so dont forget to consult other doctors too..
