My definition is a house they the government can not sell to anyone without giving it away for free and then charging them for it....in other words they sell it to you and then force you to fix it up before you can sale it to anyone else..but i can't say much else my brother has had 2 of them and made out like a bandit after he fixed them up,put the effort into repairing them/bringing them up to code again...hth later.
