After you get the national dex and have been to the pal park go visit professor rowan, you'll meet Oak! :3
the go to eterna city, find Oak's house, talk to hiim and he will say the 3 birds are flying around sinnoh. Follow them with the poketech marking app just as with mesprit and cresselia, they are level 60 so be wary, however they wont disappear from the map unless you feint them or you catch them :3
