Dry nose in dogs does not point out illness and similarly cold nose is not sign of health. Runny nose is not good sign in dogs. If dogs have runny nose without coughing, sneezing, wheezing, bleeding and panting  etc then its OK. If dogs have runny nose along with these symptoms then it is abnormality that should be investigated by vet. Under following conditions, dogs can have runny nose.
      1. Bacterial or viral upper respiratory tract infections
      2. Allergy to pollens, dust, and pollution
      3. Nasal tumors
      4. Foreign material in nose
      5. Sinus problems
      6. Rhinitis
      7. Nasal mites
So, you should take your dog to vet for diagnosis and treatment of runny nose.
