My neighbor messed up his floors with some kind of orange oil. Then he tried to take it off with vinegar and then amonia. Now they are so ugly and streaky. Help

If the floor's protective (upper) coating was damaged (especially by the vinegar and ammonia) to the extent that the oil stains went through the layers, his best bet is to find a small similar piece of flooring, and have a service that lays these floors come in and cut out the stained part and fit in the similar piece.  If he doesn't think the layers were damaged, next best thing is to call the company that manufactures that flooring, and they will be able to tell him the best way to remove the stain.
