If you do have a eevee train it in the snow place then go to the place where it saids 217 then tain it there.

You don't find it you have to evovle eevee by the frozen rock on route 217 just have eevee with you and be beside the rock and have him/her gain a level by the rock and she/he will evolve into glaceon
