Basically, this sentence is trying to say that being loved by someone whom you want to have loved you is a wonderful kind of love, but to reach out and love someone who may need love but isn't seeking it is even better. It is the type of love that Christians are taught to have. Love for others even when they are not expecting nor asking for it.

When you search for love and find it is good, but when you find it without meaning to it's better.
