According to information given by you in question, there are three possibilities of your bump on forehead. Firstly it can be simply a cyst. All cysts contain a sac. This can be treated by surgical removal of cyst along with sac. If you don't remove sac, cyst can reoccur.
Second possibility is Lipomas which usually develop under the muscles. It also requires surgical removal. Another condition can be ostosis which is a bony process. The ostosis is unmovable. This also requires surgery by plastic surgeon.
So, visit to a general surgeon in case of movable lump and to a plastic surgeon for unmovable lump.
