This situation occurs when puppies suffer from Hypertrophic osteodystrophy. It occurs in large breed puppies and affects their bones. It weakens the bones and shows symptoms like swelling in limbs. It can be genetic as well. There can be other reasons, which cause this such as, virus diseases Distemper, respiratory disorders, mal nutrition, over-nutrition, and vitamin C deficiencies. In mild cases some dose of Prednisone is given. Intravenous fluids are given to dogs with a high fever or dehydration. To control pain just give them Aspirin, Carprofen or NSAID. Moreover stop feeding them high-calories diet.
