Whilst South Africa had a fantastic 2009, the most consistent team in the world is without a doubt New Zealand. They have won (by a far distant) more Super 14 and Tri-Nations titles then South Africa, and these should be seen as the measure instead of the World Cup, which is a once-off knock-out where anything can happen.
