Trevor, My Budgie, Appears To Have A "barnacle" Type Lump In The Corner Of His Right Eye - What Could It Be?

The reason I am asking is because at first I thought it was scaly face, but as I have another bird (milly) and scaly face is contagious, I believed this was not this disease. I have gotten hold of him, but he squirmed too much for me to really look at it, and in any case I didn't want to harm him.

You have to watch carefully if the lump is painful and bothering your bird? If that is so then you should immediately visit an avian veterinarian. It can be something serious. Also find out if the lump is movable or not. If the lump is large in size and growing rapidly then it can be a tumor. But if it is just a bud that is not bothering the bird in any way then there is no need to worry about it. But whatever the condition is, it is always recommended to visit a vet. You never know when complications appear.
