    King in parliament is the highest legislative authority in the United Kingdom. Legally speaking, the monarch is the source of all laws as no law can be enacted without her authorization. The monarch can veto the bills passed by the parliament. Nevertheless, she does not exercise, according to a usage this power. To summon and prorogue the sessions of the parliament and dissolve it, is the role discretion of the crown. The speech from the throne is read in the beginning of the new session of the parliament, stating the basic targets of public policy. All orders in council are issued in the name of the queen who has the same validity as that of the laws.

    From legal point of view, the monarch is fountain of justice while no court has authority to jurisdiction over royal affairs. She is immune from all types of judicial proceedings that stand, an exception to the rule of law. Monarch can grant pardon, reprieve and clemency against the decisions of the courts. Lord Chancellor, a servant of the crown, is the supervisor of judicial establishment. All courts exercise their powers and the name of the monarch and all criminal proceedings are done in his/ her name. The judicial committee of the Privy Council hears all appeals against the decisions of the courts of the British protectorates.
