    A program analyst is a person who is responsible for checking, maintaining and implementing the system or program. He reviews and approves projects ensuring that they are delivered in accordance with the investment programmed criteria.

      In some companies this job title describes someone who analyzes business problems, proposes solutions, and then either solely or as part of a team develops software to address the problem.  The more familiar form of this title is "programmer analyst".  Perhaps they are trying to emphasize the analyst portion of the position.
