Barometric Pressure is measured in millibars of mercury. Higher mercury level signifies high barometric pressure and vice versa.
Yes, your head fluid is effected by external barometric pressure. There is strong relationship between barametric pressure and sinus conditions. Sinus is caused by changes in air pressure. Pilots (who go up or down in an airplane) suffer from sinus and ear pain.
