You have not mentioned breed of your dog. Puberty in male dogs takes place at the age of 6-8 months. A 3 month old dog is puppy not adult. He will be able to become father after achieving puberty. But at the age of 6-8 months, his sperms are not of good quality and he might not be able to make a dog pregnant. This is possible at complete maturity that is 2 years of age. Also, some fitness tests for breeding purpose are possible at the age of 2 years, so, it will be good to allow him mating after 2 years of age. But it will be more better to get him neutered if you are not a professional breeder.

No a three month old dog would be too young and could not have reached puberty yet. You should wait until the dog is AT-LEAST 6 months but i would say that you should until the dog is 2 years of age(in human years)

I was told today that when i got my chi fixed in Feb of 2009 that she was pregnant with 1 puppy.My dog was only around a male dog and he was 3mos he is a boxer/lab mixed at the time. I got my chi fixed right after she went out of heat. Puzzled
