 Who Should Exterminate The Roaches From A Rented House? The Landlord Or The Tenant?
Should the tenant pay to kill the roaches or is it the landlord 's responsibility (house) not apartment.

 If they were there when you moved in then the landlord should do something about it but if it happened after you moved in then it's your responsibility. Also go through your tenancy agreement. It will have things you are responsible for and things the landlord is responsible for. If you can't find anything, have a talk with the landlord or the middleman (like a property agent for eg.) , if any. You have nothing to loose.
