Yes, you can get tablets over the counter, (not very effective).  You can also get the sublingual liquid or tablets that go under the tongue which are somewhat more effective.  Costco happens to have those tablets right now.   The most effective, however, are the injections, and for the most part, you need a prescription for them.    I was able to purchase the injections over the counter in Mexico while on a cruise earlier this year.  I also have a prescription from my doctor and give myself the injections.
