Neighbor Doesn't Like The Neighborhood Cats And Has Put Carpet Tacks Along The Fence Line Along With Broken Glass. Is This Legal?

Yes, your neighbors have done totally a legal thing. You can't cause for anyone to disturb their personal and private life or to cause harm or disturbance to them through your pets.

I neglected to indicate they are not my pets! Plus, does this not cause by personal and private life disturbed, or cause harm. I have cut myself on the tacks trying to put up a more reasonable barrier such as plants, vines etc. to not "disturb" them.

I would like to add that I do own half of the fence. Does this not give me some kind of rights?

Do as rockycat says, as the legality of this kind of thing varies with local law. If you own half the fence I would think that you should have been consulted at least - your neighbour has caused you injury!

I think it should be contacted with the police if they say ok then it's their problem so just stay out of it if they get more mad say move out that's what I would do ok I hope this info helps.

Only one person owns the fence even if you shared in the cost. The fence must be on one or the other's property. Look on your survey.
Either way, I would think the inhumane way your neighbor is going about fixing his problem, is not legal. Please let us know what your ASPCA says about this.
