Low income, need help, can vet help if it is distemper/parvo?

When a dog vomits without eating anything (with empty stomach) , he throws up yellowish green liquid, known as bile. It is sign that your dog is hungry, needs food. But as your dog is unable to digest his routine diet, so he is avoiding it and as a result, throwing up bile. So you should try to feed him with "Bland diet". Which contains boiled whit rice and boiled chicken/hamburger. He needs to have a less heavier diet right now, as you just mentioned that he has been through parvo recently. You can also give him boiled and mashed potatoes instead of rice.
