      At the moment it's Cairo.  Has been since 969 AD.   Initially, Cairo was called Al Fustat, founded on the edge of an old Roman city, "Babylon in Egypt".  Cairo was built by Muslim Arabs after their conquest of the the region.  It's hard to describe who the people living in Egypt were before the Arab conquest.  They were a mix of semitic peoples, including their main group of living descendents, in the Egyptian Coptic community (about 10% of Egypt's population, today).

      Before the Arabs conquered Egypt it had been ruled by Greeks (including Cleopatra) and Romans for centuries, mostly from Alexandria.  The Arabs didn't want to keep Alexandria as their capital, though; they preferred the better access to waterways that the site of Cairo afforded.

      Al Fustat was renamed al-Qāhirah only a few years after founding.  In Arabic, "al-Qāhirah" means "The Subduer" or "The Victorious".   

      But the capital of Egypt has been many other cities at different points in the past.  Memphis, Alexandria, Thebes -- to name a few.  Plus at times the country we now call Egypt was divided into different fiefdoms, ruled by different cities or towns.
