This is a rather large assignment. It will be in the end about 18 months worth of work. I edit existing material, as well as research and add new material.

It depends on where you are based and the going rate in that region. Generally if you received this offer online, then minimum wages don't apply to a freelancer. If there is no domain specific knowledge needed, then the going rate is anywhere between $10 and hour to $35 an hour.
I would rather bid for the whole project if you have an idea of the scope of work. Per hour works good if the customer doesn't know what they want exactly.
