    where a, b, and c are integers, and a is positive.

    For your equation, multiply by 3 to eliminate the fraction.
      3y = 2x - 18
    Subtract 2x to put the variables on the left.
      -2x + 3y = -18
    Multiply by -1 to get the equation into standard form with the leading coefficient positive.
      2x - 3y = 18
